Conversion of Pakistani Driving License to Malaysian Driving License

I am writing this blog for the information and guidance of those Pakistani who are here in Malaysia. I have checked the website of the Pakistani High Commission in Kuala Lumpur but they don’t provide any kind of information/instructions to Pakistanis regarding the non-automatic conversion of their Pakistani Driving License to Malaysia Driving License and I think this is the main reason why many Pakistanis who come here are not aware of this facility in the beginning, unless they are told by someone else.

So basically I am going to explain the procedure here for the non-automatic conversion of Pakistani Driving License to Malaysian Driving License. As there are two main categories for the conversion of Driving License – Automatic and Non Automatic so there are two separate lists (Category A and B) for this purpose and the name of Pakistan is in the list of non-automatic conversion (Category B). I don’t understand the reason for putting the name of Pakistan in category B. If you look at the requirements for the both categories, you will find that there is only one document – Letter from Pakistan High Commission, which is an extra requirement for category B, otherwise the rest of the requirements are almost the same.

So if you have valid and computerized driving license from Pakistan you can apply for the conversion of your Driving License to Malaysian Driving License. However, this facility is only provided to those Pakistanis who are Malaysia Citizen / Permanent Resident, Employment Pass Holders (Professional Only), Student Pass Holders(PhD only) and Participants of Malaysia My Second Home Programme (MM2H). They will give you a full Malaysian Driving License, if your previous (Pakistani) Driving License has been issued more than two years earlier, otherwise you will get a Probationary License. The following documents are required at the time of application

  1. MyKad or Passport
  2. Visa document – Validity should not less than 1 year
  3. Valid Domestic Foreign (Pakistani) Driving License
  4. Translation of Foreign Domestic driving License from embassy/ High Commission in Malaysia (if not in English)
  5. Completed Lampiran B2 form

You will find detailed instructions here in this document.

Pakistan has very good bilateral relations with Malaysian. Pakistan also has strong brotherly relations with Malaysia. Both are members of Organization of Islamic Conference (O.I.C) and the Commonwealth of Nations. I think the Pakistani High Commission in Kuala Lumpur should play its role and negotiate with the Malaysian authorizes to put the name of Pakistan in category A and allow the automatic driving license conversion to all the people from Pakistan or at least to those who are Malaysia Citizen / Permanent Resident, Employment Pass Holders (Professional Only), Student Pass Holders(PhD only) and Participants of Malaysia My Second Home Programme (MM2H).

As I discussed earlier that the only difference of requirements, for conversion of driving license in category A and B (for Pakistanis), is getting a Driving License Attestation Letter from Pakistani High Commission (although this requirement is not listed on the website of the Road Transport Department). So if the High Commission of Pakistan in Kuala Lumpur negotiates with the concerned Road Transport Department in Malaysia and cooperates with them to validate the Pakistani Driving Licenses of those who apply for this purpose, then it should be no problem for them (Malaysian) to allow the automatic conversion of the driving license to Pakistanis. This will help the people from Pakistan, who are here in different parts of Malaysia, to save their time, money and energy. Because now they have to travel to Kuala Lumpur to get this Driving License Letter first from Pakistan High Commission, before applying for the non-automatic conversion of their driving license.

    • Thanks for your appreciation. If you are visiting Malaysia and are interested in driving, you will need an International Driving License from Pakistan. You can easily drive here without any problem, on the basis of your International Driving License.

    • Those with Driving License from UK will have to follow the procedure for the non-Automatic Conversion of Foreign Driving License to Malaysian Driving License.

  4. Assalam o alaikum,
    brother i am also struggling to get my license converted. i have managed to get the letter from pakistani embassy at KL but when i called the JPJ office they told me that i would first have to send my driving license to putrajaya for verification. i dont understand why is there a need to send the documents to putrajaya if i have already verified from pakistani embassy !.

    • Walekum Asslam. Don’t worry, its a standard procedure. You will submit copy of your original driving license, letter from High Commission and other required documents to JPJ in Putrajaya and they will send you an approval letter within one month, on your given postal address. You can then visit any driving license issuing office for the conversion of your driving license.

        i sent my docs to putrajaya and they rejected the conversion, saying that we only allow doctors laweres and govt. staff for the conversion.
        they also told me that that i can drive on my pakistani license if i have the translation from the embassy (which i do have)
        its under some road transport act. following is the link.

  5. Dear Kamran , I am moving to Malaysia for two years on employment pass. I already have a computerized driving license from Pakistan which is valid till 2015. is it necessary to have an international license before coming to malaysia? I would like to apply for malaysian license after going there.

    • Its not necessary to have an international driving license, if you are going over there for a long period and on employment pass. However, you will have to check with the driving license department in Putrajaya if your employment pass makes you eligible for the conversion of your driving license because recently they have changed rules and now they are only allowing certain type of high category employment pass holders , for this type of conversion.

    • I don’t think they are sending the licenses back to Pakistan for the verification as the requirement of having the license verified from the Pakistani High Commission eliminates the need for doing so. The Pakistani High Commission in KL will verify your license only if your license is endorsed by the Foreign Affairs Department in Pakistan. You also need to submit to them an NOC from your license issuing authority in Pakistan.

    according to my knowledge Pakistani citizen can get international driving license from their nearest trafffic police s licensing dept(or at least they will guide you how and where to get it).
    the main requirements would be
    1 Pakistan valid driving license.
    photographs.
    id copies.
    COPY OF PASSPORT WITH VISA PAGES.
    fee for international license.

    THE VALIDITY OF international LICENSE IS NORMALLY FOR 1 YEAR AFTER DATE OF ISSUE.

    YOU need to check whether you can drive a vehicle in foreign country with only driving license.
    or fulfilling other requirements .e.g insurance .road tax etc must also be fulfilled.

    and obtaining these licenses legally is very easy and straight forward. do not pay extra money to agents.do it yourself.

    and please take driving lessons before driving abroad if you have not driven abroad before.
    otherwise you can cause serious accidents.if you dont know the game.
    mind others on the roads and give way.

      • You will have to visit the office of the Pakistani High Commission in KL and follow the procedure listed below:
        Driving License Certificate

        Following documents are required to be submitted for the issuance of above certificate:

        1. Original driving license and/or a no objection certificate (NOC) of driving license issuing authority and their copies. The above license or NOC must be attested by the Ministry of Foreign Affairs, Islamabad, or its Camp Offices in Karachi, Lahore, Peshawar and Quetta.

        2. Copy of applicant’s Pakistani passport. Originals to be shown at the time of submission of documents.

        3. It may however be noted that the applicant must possess a valid Malaysian resident/student/professional visa on his national passport.

    I have computerized driving license from Islamabad. But it is not attested by ministry of foreign affairs. Is it possible that without going back to Pakistan, I just send my original driving license to any relative and it can be attested without my presence in Pakistan ?

    • Drop Box Facility for Attestation of Documents at Ministry of Foreign Affairs and its Camp Offices

      In order to facilitate the general public, following courier companies have been authorized to receive documents for attestation (except Power of Attorney) from Ministry of Foreign Affairs and all its Camp Offices located at four provincial headquarters. These are TCS, Gerry’s, OCS, UPS, Leopards.

      This Ministry will receive documents in respect of Rawalpindi / Islamabad and its suburbs. Documents from other cities will be received by the respective camp office.

      a) Service Charges:

      Rs. 100/- In City(Rawalpindi-Islamabad, Karachi, Quetta, Peshawar, Lahore)
      Rs. 200/- Out-City(Any city other than mentioned above)
      i. Service charges shall be inclusive of all taxes.
      ii. No additional service charges/hidden charges shall be admissible.
      iii. The service Charges are for each applicant/case and not for each document.

    • Dear Zeeshan, Don’t send the documents via courier. Instead, you will have to visit the RTD Headquarter in Putrajaya once at the following address:

      Road Transport Department Headquaters
      (Jabatan Pengangkutan Jalan)
      Level 1-5, Block D, Parcel D
      62620, Putrajaya

      Please visit the RTD Headquarter alongwith Completed JPJL2 form attaching following documents:
      • Original and copy of valid driving license. (For expired driving license , the expiry date should not exceed 3 years)
      – Photostat copy of the driving license has to be certified by RTD officer, if the application is submitted through RTD state office.
      • English translation of the driving license by Embassy of the issuing country. If there is no Embassy office in Malaysia, translation can be done at Malaysian Translation Institute.
      • Original and Photostat copy of the passport. Photostat copy of the driving license has to be certified by RTD officer, if the applications submitted through RTD state office.

      d. Terms and conditions:-
      • Motorcycle licenses issued according to their classes of license i.e B1, B2 and B – supporting documents such as letter from the Authority on the motorcycle’s C.C. should be submitted together with the application.
      • Competence driving license ( CDL ) will be issued if the applicant has possessed the license for 2 years.
      • If the applicant fails to prove the ( CDL ) condition, he/she will be issued probationary driving license (P license).
      • Authorised letter from Embassy if the driving license not computer printed.
      e. When the application has been approved by the Director General, the applicants have to submit again the application to the RTD’S state office for the conversion of the driving license.

    is there any strandard NOC format or should it be a write-up (No Objection Certificate) mentioning that local issuing authority has no objection on conversion of license?

    • Dear Tariq,

      I don’t think there is any standard format available. It depends on the issuing clerk of the district license office, from where your license is issued. Don’t worry about the format of the NOC. Just tell them that you need an NOC and they will issue one according to their prescribed format. I hope this reply will resolve your concern.

    • @Atif, thanks for link. I think the information contained in is crystal clear. However I went to the High Commission in this regard to get the translation attested and was quite disappointed as I was told this had to be done by the Foreign Office in Islamabad.

      Now I should go back and get it attested? This is insane!

      PS: I think ill get on the road and when the warden raises his eyebrows regarding my driving license ill tell him to read this Section 28.

Me also ICMS student. i have already valid domestic pakistani driving licence and now me want going to malaysia for visit. is it legal for driving in malaysia or me should apply for international licence?   24. Salam All Pakistani Brother and Sisters,
    Actually Pakistani Driving Licence is allowed to use in Malaysia either Local or International as they both are in English Language. But it is better to have International Driving License.

    Since about last 2 years Malaysian Government Freeze the Conversion of Pakistani Driving License into Malaysian Driving License. As they said that each of the State of Pakistan have their own Driving License means with different Colors and they are not sure that which one is Original. So that is the query Given my JPJ Malaysia Officers. So if you want to convert then you have to wait. How long, Don’t know.

    So good thing is you can use your own driving License. Shouldn’t be an Issue. Rest Details are here for more clarification.
